Title 28 – Office of Administrative Hearings
Every eight years, Maryland State administrative agencies are required to conduct a comprehensive review of their regulations under State Government Article §§ 10-130 to 10-139. The Office of Administrative Hearings is currently reviewing all subtitles of COMAR Title 28 to determine whether the agency’s regulations as a whole address the following objectives:
- 1. Continue to be necessary for the public interest;
- 2. Continue to be supported by statutory authority and judicial opinions;
- 3. Are obsolete or otherwise appropriate for amendment or repeal; and
- 4. Assist the Executive Branch in being accountable and responsive to the public interest.
The public is invited to review the proposed regulatory amendments below and to submit comments to DLRegulatoryComment_OAH@maryland.gov.
The comment period is open through Thursday, November 12, 2026.
